We’re worried about our team and our team playing Friday at noon

Nearly a decade after Temple’s moribund football program was pushed out of the Big East, the revitalized Owls are rejoining the burberry handbags outlet conference — and bringing along their potent men’s basketball team.

The school will move to the Big East for football next season and all other sports in 2013.

“We didn’t deserve, truthfully, to be in the football competition in those years. But it’s hard to get kicked out,” Lewis Katz, chairman of Temple’s athletic committee, said at a news conference during the Big East men’s basketball tournament Wednesday.

“When we started to negotiate to come back in, I thought it was just a wonderful, wonderful way to remove a blemish on our football program. ... We (now) have a real football program,” he added. “So we think we’re going to give the Big East exactly what they deserve, and really they’ve given us financially the opportunity to run a stable program.”

Temple football played in the Mid-American Conference last season, while all other programs, including men’s basketball, are in the Atlantic 10. The Owls will pay an exit fee of $6 million to the MAC and $1 million to the A-10, with the Big East providing financial assistance in the form of future revenue distributions.

Temple was a Big East member in football only from 1991-2004 but was forced out because the program was one of the worst in major college football. The Owls failed to meet minimum requirements for membership, most notably in attendance, facilities and fielding a competitive team.

Temple played as an independent and burberry beige handbag eventually landed in the MAC in 2007. While there, it turned its program around and ran off winning seasons the past three years.

“Where we are right now, we’re not trying to fumble around and see if we can find our way into major college football,” coach Steve Addazio said. “This is a plan that’s been going on for quite some time.”

In men’s basketball, the Owls have long been a power in the A-10 and are the No. 1 seed in the conference tournament this week in Atlantic City, N.J. The Owls will now share Big East turf in Philadelphia with Villanova.

The Wildcats and Owls traditionally play each other every season as part of the Big 5 series with Penn, La Salle and Saint Joseph’s. The Owls under Fran Dunphy won this season as Villanova slumped badly.

To ease any concerns from the Wildcats about the move, the Big East will offer financial assistance to Villanova as it explores moving its football program from FCS to FBS. The conference will waive the entry fee if the school meets requirements and is admitted as a football-playing member within the next three years.

“It’s critical that the conference and both universities succeed in Philadelphia,” said Villanova’s president, the Rev. Peter M. Donohue. “Even as my loyalty and obligation is to Villanova, we recognized early on that we could achieve this win-win-win, which ultimately we did.”

The Wildcats have played at the second-tier level since 1985 and rejected an earlier offer to join the Big East in 1997. Connecticut accepted an invitation that season to start the process to move up to what was known as Division I-A.

Villanova again received an invitation in 2010, but the circumstances weren’t right for both parties to come together. The changes in the Big East forced conference leadership to seek immediate help from FBS schools. The Wildcats weren’t ready. They play in the 12,000-seat Villanova Stadium — a capacity below the NCAA’s burberry bags mandate of a 15,000 per-home-game average to stay an FBS program. Temple shares Lincoln Financial Field with the Philadelphia Eagles and Penn plays at Franklin Field, leaving the Major League Soccer stadium in Chester, Pa., as a potential candidate.

Villanova athletic director Vince Nicastro does not know if the Wildcats can become a football-playing member within the next three years.

“It’s hard to say,” he said. “It really depends on the moving parts out there. This conference looks much different than it did five months ago and even a year ago when we were looking at the issue of moving up. We want to be in position, and the conference has tangibly encouraged us, to try and be in a position that if there is an opportunity that comes up during that period of time, that we’re poised and ready to do it.”

After Connecticut won at the Big East tournament on Wednesday, coach Jim Calhoun called Temple “a great addition.”

“They’ve got a tremendous coach,” he said. “It’s a great city for basketball, and I know that it will make an incredible trip there for a lot of folks.”

The Big East has a vacancy next season because West Virginia is being allowed to leave immediately for the Big 12. The school burberry sunglasses and the conference settled competing lawsuits, and the Big East will receive $20 million from West Virginia in return for setting aside its 27-month notification period.

Big East presidents voted unanimously Wednesday to invite Temple.

With the Owls’ departure, the MAC has adjusted its football divisional alignment. Bowling Green will compete in the East Division that will consist of seven schools. The West Division will have six members.

“It’s been no secret that Temple has wanted to be in the Big East across the board for many, many years,” Commissioner Jon Steinbrecher said.

A-10 Commissioner Bernadette McGlade also wasn’t surprised Temple leapt at the opportunity to put all its teams in one league.

“Given the fact that Temple is still with burberry kids skirts cheap us for a full year is a luxury,” she said of her conference, which currently has 14 members. “We’re in a position of strength right now, so we can be pretty deliberate if we decide we want to expand, by how many, and what would be the best match.”

The Big East has added seven schools since December, but most of them are planning to join in 2013, so the conference was hoping one new member would replace West Virginia on the schedule next season. The largest impact of Temple’s addition, though, may be in men’s basketball the following year. The Owls give the league another perennially strong program to help make up for the eventual losses of Pittsburgh and Syracuse to the Atlantic Coast Conference.

Pitt and Syracuse have said they won’t fight the Big East for an early exit, though Commissioner John Marinatto reiterated that the conference would be open to discussing the Panthers and Orange leaving after the 2012-13 season. Navy is committed to become a football-only member in 2015.

The Big East will eventually have 13 football schools and 18 overall. The conference hopes to someday have 14 in football.

Marinatto and Temple athletic director Bill Bradshaw first met 16 months ago at a diner on the New Jersey-New York border. Their discussions intensified over the past few weeks.

The MAC has had 13 football schools since Temple joined in 2007. Last year, the league added Massachusetts as a football-only member beginning in 2012. At the same time, the MAC put in place new exit provisions requiring any football-only member wishing to leave the conference to provide advance notice of two football burberry bags outlet seasons and pay a fee of $2.5 million.

Temple and the MAC negotiated a deal where the Owls would leave immediately and pay $6 million.

Dunphy declined to discuss the pending move Wednesday, saying his focus was on this weekend’s A-10 tournament.

“We’re worried about our team and our team playing Friday at noon,” he said. “I’m thinking about UMass and that’s all I’m thinking about.”

I think it's proven that it was worthwhile

Big, loud and attention-getting like the dinosaurs that populated it, "Terra Nova" promised grand things. A sci-fi production, burberry handbags outlet featuring dinosaurs, from Steven "Jurassic Park" Spielberg? Who wouldn't be intrigued at the notion of such a massive vision playing out across the small screen?

But with big expectations come the potential for big disappointment, and before long "Terra Nova" generated what proved to be an insurmountable amount of hype around it.

Executive producer Alex Graves probably didn't help matters any when, at the Television Critics Association winter press tour in January 2011, he told reporters that "Terra Nova" was aiming for a wider audience than "Lost" -- one of the biggest, and most cherished, surprise sci-fi hits in recent years.

"'Terra Nova,' more than anything I've done before in my life, is for everybody," Graves told the assembled television critics. "Everyone from my kids to a gamer to my dad will love this show. It's incredible."

Could any show do anything but fall short of that kind of build-up? Moreover, could any show that promises to be everything to everybody really come through on that promise?

When "Terra Nova" finally premiered in September 2011, no doubt many viewers were confused as to what they were supposed to be watching. Was this a family drama? A prehistoric action-adventure series? A sci-fi program?

That confusion could very well stem burberry beige handbag from the long, ever-evolving path that "Terra Nova" took to the TV screen -- it's easy to lose focus when you lay off most of your writing staff, as the series did in November 2010.

The problems that plagued "Terra Nova" go back further than the writers' shakeup, though. Before the series had even shot a single burberry bags frame, as TheWrap reported in October 2010, the series had experienced a series of misfires, including the departure of writer and director David Fury. Attempts to land Kevin Bacon and Kyle Chandler as the male lead both failed.

The show's upwardly spiraling cost was the biggest wooly mammoth in the prehistoric room, with some estimates saying that the pilot could cost as much as $20 million.

"It's a debacle. The cost of the show is kind of a moving target," one individual close to the project told TheWrap. "They're down in Australia building sets like it's going to be the next 'Jurassic Park.'"

Both Fox and 20th Century Fox Television, the studio behind "Terra Nova," declined to comment to TheWrap for this story.

With so much riding on it, the pressure to make "Terra Nova" a massive hit was certainly bigger than it would have been for the average production.

But things continued to unravel in the months leading up to the premiere.

A May 2011 preview was abruptly yanked, so that further tinkering could be done. And during a panel and screening of the pilot, burberry sunglasses the biggest selling point for the series seemed to be there would be plenty of humans munching down on dinosaurs.

"We'll satisfy your bloodlust," executive producer Rene Echevarria assured.

But satisfying an audience's blood lust and satisfying an audience over the long term are two different things. And after the show's premiere, it became increasingly clear that "Terra Nova" would not bear the widespread appeal that Graves had boasted of eight months earlier.

Not that the numbers were horrible; the September 2011 premiere of the series drew a 3.1 rating/7 share in the burberry kids skirts cheap adults 18-49 demographic -- respectable, but when you swing for the fences, anything less than a double is bound to seem disappointing. And the 2.2/6 share that the series drew for its finale didn't exactly expire confidence that the series was headed for upward mobility.

By the January 2012 Television Critics Association winter summit -- a year after Graves predicted that "Terra Nova" would attract a wider audience than "Lost" -- Fox entertainment president Kevin Reilly was speaking about the show in almost eulogistic tones.

"It was an exciting bet to take, and I think it's proven that it was worthwhile," Reilly told the assembled reporters. "Everyone kept saying, 'Doesn't it have to do huge ratings?' The fact is, if this is all we produce, we made money on it, the studio made money on it, the audience enjoyed it, the show looked fantastic."

In short, the same claim that many burberry bags outlet gamblers will make when asked if they're ahead and behind -- "I'm pretty much breaking even."

Now, as the studio makes the rounds and attempts to find a new home for the series, the question remains to be asked -- is anybody willing to double down on the big show that couldn't?

The government has ordered a sharp increase in the construction

It is but one sign of the slightly dimmer economic outlook for China that Premier Wen Jiabao forecast on Monday, when he reduced the government’s minimum growth target for in 2012 to what would be, if growth fell that far, the lowest rate in more than two decades.Burberry sunglasses, burberry scarves, burberry shoes 2012 outlet.

Construction sites across Guangzhou used to be floodlit, so that work could continue through the night on the forests of new residential and office towers reaching toward the stars. But now, during a nationwide real estate downturn, builders are not starting projects or scrambling to finish ones already under way, so there is little need for night-work illumination.

The Chinese economy, after nearly three decades of rapid, almost uninterrupted growth, seems to be settling down to a still strong but less blistering pace. But some sectors are struggling, including exports and luxury residential real estate construction.

Premier Wen said in his annual report to the National People’s Congress on Monday morning in Beijing that the government had scaled its economic growth target back to 7.5 percent this year, down from the 8 percent that Beijing has set as a minimum growth target in recent years. If growth does come in at only 7.5 percent, it will be the slowest pace in 22 years.

As Mr. Wen delivered his lengthy report, broadcast nationally and watched on countless TV sets in diners and shops here in Guangzhou, the mood at construction sites and factory districts seemed more downbeat than usual.

Shop clerks in a wholesale market complained about the scarcity of customers. At a factory gate, workers said that few jobs were available except at the minimum wage. And at an employment office, the jobless fretted that even if they found work, they would have little hope of buying apartments typically priced beyond their means.

Su Weizhong and three other clerks late Monday morning stood at a desk with little to do at a plumbing supplies store in the wholesale market.

“A year ago, there were people in every shop, looking and asking about the prices,” Mr. Su said. “Projects are finishing, but there are absolutely no new projects this year.”

With China having been the world’s main growth engine in recent years, a slowdown is hardly welcome news burberry shoes for the global economy. Neither is the prospect of a restive population — a continual worry for Beijing, if it cannot meet the aspirations of a rising middle class.

In some ways, though, the United States could actually benefit from slower Chinese growth, many economists believe. China’s appetite for commodities has helped push up prices for everything from oil to iron ore. But those price pressures could ease, as China shifts toward an emphasis on slower but more sustainable economic expansion.

And while less rapid growth could dampen China’s demand for imports, that would have little impact on most American businesses. Exports to China represented just 0.6 percent of the United States’ economic output last year.

At its peak, in 2007, China’s economy grew at an annual pace of 14.2 percent. As recently as 2010, it was 10.4 percent. Now, though, the government is trying to guide the economy toward a minimum average annual growth of 7 percent through 2015.

Slower growth partly reflects a government attempt to shift the economy more toward personal consumption, with less emphasis on exports and investment in big domestic construction and infrastructure projects. But government officials have given a series of signals since mid-February that growth may be slowing more than they intended.

The central bank on Feb. 18 gave permission to state-controlled commercial banks to lend a larger share of their assets. The next week the commerce ministry announced that it was drafting plans to increase tax rebates for exporters, burberry ties as financial troubles have weakened demand in Europe, China’s largest export market. The commerce ministry also said it was looking for ways to reverse a slump in foreign investment this winter from Europe and the United States.

Shortly after Mr. Wen spoke on Monday, dozens of would-be workers waiting for job interviews milled around outside the gates of the large Liteon Guangzhou electronics manufacturing complex. Standing behind them were clumps of employment agents who had brought the workers in buses and were hoping for commissions from Liteon for helping to find labor.

Urban minimum wages are rising briskly, particularly here in Guangzhou and elsewhere in the industrial Pearl River Delta region of southeastern China. And they are supposed to keep rising 13 percent a year under Beijing’s five-year plan. But many of the job applicants and their friends from nearby factories said that they did not feel they were benefiting from the labor shortage.

“It’s hard to find a good job; it’s easy to find just any job,” said Gao Qing, a 21-year-old who was hoping for a quality-inspection position. Many of the available jobs pay only the local minimum wage, around $200 a month before overtime, and many of the jobs are at small factories with questionable reputations for paying workers on time.

And some of the smaller factories have reduced or eliminated traditional subsidies for workers’ food, housing and other benefits to offset the cost of higher minimum wages, Ms. Gao and other workers said.

At a downtown Guangzhou employment office Monday afternoon, Ma Yaoguang, an unemployed security guard, said he worried how he would afford rent of $30 to $45 a month for a tiny room even if he could find a job. Echoing a worry for tens of millions of young Chinese, Mr. Ma added that, “I cannot even dream of owning an apartment.”

Exorbitant real estate prices are a national preoccupation. A 1,000-square-foot apartment in central Guangzhou costs about the equivalent of $300,000 — nearly 50 times the starting annual salary of a new college graduate with a marketable skill like computer engineering, although graduates who do find career-track jobs typically start receiving regular raises.

The government is trying to engineer a decline in real estate prices to improve affordability, without damaging investor confidence so much that prices tip into a multiyear downward spiral of the sort seen in the United States. Down payments have been raised to 40 percent or more and many regulations discourage investors from buying more than one home.Cheap burberry - designer bags, shoes, accessories, clothing outlet 2012.

Government and private indexes of residential real estate prices in China suffer from many methodological flaws. But they now consistently show slightly weaker prices, along with a nose dive in transactions as buyers wait for further price declines.

Two Guangzhou real estate brokers said that prices here had dropped by up to 20 percent over the last year. The nationwide slowdown in real estate cost thousands of agents their jobs and led to the closing of hundreds of brokerage offices.

“There is no buying sentiment in the market right now,” said a broker here who gave only his last name, Leung, because he feared retaliation for publicly questioning government policies.

The government has ordered a sharp increase in the construction of low-income housing. But in Guangzhou and elsewhere in China, there is considerable cynicism about whether political connections will be needed to buy such apartments, which are supposed to be priced at a little less than half the square-foot rate of commercial-market properties.

Exports have also been weak this winter, a trend expected to continue in February statistics due out later this week, after adjusting for the Chinese New Year. Zhu Wei, the export manager at the High Hope Zhongding Corporation, a maker of festive lights and lanterns in Nanjing, said in a recent telephone interview that orders were down 30 percent from a year ago and still sliding, mainly because of the slack economy in Europe.

Chinese business leaders complain that steeply rising wages and increasingly stringent labor and environmental cheapburberryoutlet2012 regulations are driving up their costs and undermining their nation’s competitiveness, said Stanley Lau, the deputy chairman of the Federation of Hong Kong Industries, a trade association whose members employ 10 million people in the Pearl River Delta region.

The contraception debate is one that sparks strong emotion

The apology, they said, was a signal that the campaign was working. On Sunday, a seventh company, ProFlowers, said that it was suspending all of its advertising on “The Rush Limbaugh Show” despite his apologetic statement a day earlier.Burberry sunglasses, burberry scarves, burberry shoes 2012

.

For now, the ad boycott is uncomfortable but not crippling for Mr. Limbaugh, who is estimated to make $50 million a year and whose program is a profit center for Premiere Radio Networks, the company that syndicates it. The program makes money both through ads and through fees paid by local radio stations, and while it often has sparked outrage during more than two decades on the air, efforts at ad boycotts in the past have had no measurable effect. Liberal groups and activists, however, hope that this time is different.

Mr. Limbaugh has been roundly criticized for talking at length about the sex life of Sandra Fluke, a Georgetown burberry sunglasses University law student who testified in support of the Obama administration’s requirement that health insurance plans cover contraceptives for women. For three straight days he lambasted her, before saying in a statement Saturday afternoon that he did not intend to attack her personally. “I chose the wrong words in my analogy of the situation,” he said.

By the time he apologized, online protesters had been organizing for days on social networking Web sites and liberal hubs like Daily Kos. They called on companies like ProFlowers to remove their ads from “The Rush Limbaugh Show” and appeared to be having some success, as companies like Sleep Train said they had suspended advertising.

One such company that had been a longtime sponsor of Mr. Limbaugh’s, Carbonite, said it would reconsider its ad spending; after the apology was issued, it announced that it would suspend its ads anyway. “We hope that our action, along with the other advertisers who have already withdrawn their ads, will ultimately contribute to a more civilized public discourse,” the company’s chief executive, David Friend, said.

Mr. Limbaugh’s critics dismissed his apology as having been forced by the advertiser pressure. Reflecting those feelings on NBC’s “Meet the Press” on Sunday, Representative Debbie Wasserman burberry ties Schultz of Florida, the Democratic National Committee chairwoman, said, “I know he apologized, but forgive me, I doubt his sincerity, given that he lost at least six advertisers.”

Eric Boehlert of the liberal media monitoring group Media Matters for America predicted on Sunday that the apology would not “stop the pressure that’s being applied to his advertisers.”

“His comments were so egregious, naturally advertisers will have doubts about being associated with Limbaugh’s brand of hate,” Mr. Boehlert said in an e-mail message.

Premiere’s parent company, Clear Channel, deferred questions to Premiere, which declined to answer questions about the effect of the ad boycott or the widespread anger at Mr. Limbaugh.

In a statement, Premiere — best known for conservative talk shows — said it was committed to giving listeners access to a broad range of opinion and commentary. “The contraception debate is one that sparks strong emotion and opinions on both sides of the issue,” the company said. “We respect the right of Mr. Limbaugh, as well as the rights of those who disagree with him, to express those opinions.”

It has not been easy for Mr. Limbaugh’s opponents to figure out all of his show’s sponsors: several lists, some inaccurate, are floating around the Web. Burberry bags, burberry ties, burberry watches cheap on

. Mr. Limbaugh’s own Web site appeared to have no actual advertisers on Sunday, only ads for its own online store of products.

Limbaugh’s noon to 3 p.m. show is the single most popular conservative talk show in the country.

Monday’s show will be Mr. Limbaugh’s first chance to address the advertiser dust-up, since they were just beginning to withdraw when his show was in progress on Friday. The complaints are coming from some of the same liberal activists who persuaded advertisers to boycott Glenn Beck’s television show on Fox News in 2009 after Mr. Beck called President Obama a racist. Hundreds of companies eventually asked Fox to keep their ads off Mr. Beck’s show, and the show ended last year.

The company that withdrew on Sunday, ProFlowers, had been inundated with angry Twitter messages from opponents of Mr. Limbaugh. In a statement, it said, “We do not base our advertising decisions to align with any particular political view or opinion, as our employees and customers are as diverse as the U.S.A. Mr. Limbaugh’s recent comments went beyond political discourse to a personal attack and do not reflect our values as a company.”

For the most part, the other advertisers involved have also stuck to scripts that distance themselves from Mr. Limbaugh’s comments — betting, it would appear, that short statements will suffice.

Quicken Loans and Citrix, a maker of Internet software, are among the companies that have announced, on Facebook and Twitter, the removal of ads from Mr. Limbaugh’s show.

When another company, LegalZoom, a seller of online legal document services, was asked for further comment on Sunday, a spokesman sent along a statement that read, “LegalZoom has decided to terminate all current and future advertising with ‘The Rush Limbaugh Show,’ effective immediately. Our company does not in any way support or endorse the recent comments of Mr. Limbaugh.”

Later that day, a LegalZoom executive cheap burberry outlet 2012 accidentally copied a reporter on an e-mail to her colleagues. It read, “We may need to prepare additional Q.& A.’s if this situation does not settle down soon.”

The final two delegates were supposed to be awarded proportionally

Romney opened himself to criticism burberry ties the day before by telling a reporter that he opposed a Republican bill to block President Barack Obama's policy on contraceptive insurance coverage. Hours later, Romney reversed himself and said he had misunderstood the question.

But the damage was done. Santorum used the opening to score political points just five days before Super Tuesday's 10-state voting, suggesting that Romney was too moderate to defeat Obama in November.

"We aren't going to win with someone who doesn't excite the very people that we need to excite," Santorum said during a rally inside the New Life Assembly of God church. "We won 2010 not because we nominated moderates!"

The issue of contraceptive coverage resonates with conservative primary voters, but it also offers a contrast between each party's priorities that could have general election ramifications. While the issue roiled the Republican presidential contest, Obama railed against oil and gas company subsidies in New Hampshire.

The dispute offered a window into Romney's fundamental challenge in his second White House bid. He dominates his opponents with money and organization, but he has struggled to win over his party's right flank because of lingering concerns about his social conservative bona fides. The turnabout in message also allowed his critics to once again label him a flip-flopper.

Addressing a town hall-style meeting in North Dakota, Romney briefly spoke in favor of the Senate provision that pitted religious freedom against women's privacy rights and riled Americans in this volatile election year. He called Obama's decision to compel insurance companies to offer cheap burberry bags contraceptive coverage -- even for employees of religious-affiliated institutions -- "an attack on the First Amendment."

"Fortunately, there's an effort in Washington to stop that, to reverse that," Romney said.

That effort failed, however. The Senate voted 51-48 to kill an amendment offered by Sen. Roy Blunt, R-Mo., that would have allowed employers and insurers to opt out of portions of the president's health care law they found morally objectionable. That would have included the law's requirement that insurers cover the costs of birth control.

Democrats said the measure would have allowed employers and insurers to opt out of virtually any medical treatment with the mere mention of a moral or religious objection.

A spokesman for Republican presidential candidate Newt Gingrich, R.C. Hammond, said if Gingrich had been a senator, he would have voted for the Blunt amendment. "The government doesn't have a role in dictating people's religion to them," Hammond said.

Separately, Gingrich's campaign said it was issuing an anti-Santorum "robocall" challenging Santorum's fiscal conservative record.

"As senator from Pennsylvania, Santorum cozied up to the labor bosses and voted for the AFL-CIO and against a national right to work bill that would have let workers opt out of paying union dues," say the automated call, which will go to 150,000 households in both Oklahoma and Tennessee, among the states set to vote Tuesday.

Santorum, long considered a social conservative, has risen to the top-tier in the GOP contest by welcoming opportunities to stray away from the issue voters say is their top concern: the nation's economy. At a campaign rally in Atlanta, he said Romney's "gut reaction" should have burberry sunglasses been to support the bill Republican bill.

Romney spokeswoman Andrea Saul challenged Santorum's claim of being a core conservative, saying "his `gut reaction' is to `take one for the team' instead of standing up for what he says he believes in." Saul's reference was to the former Pennsylvania senator's recent explanation that he voted for the No Child Left Behind education law, which he opposed, because politics is a "team sport" and that "sometimes, you take one for the team."

Saul called Santorum a Washington insider and said "Romney's team is the American people."

The contraceptive flap overshadowed a dispute in Michigan, where state GOP officials changed the way they award 30 delegates from the presidential primary a day after the tally showed native son Romney burberry shoes 2012 and Santorum each getting 15. The Michigan Republican Party Credentials Committee voted 4-2 Wednesday night to instead award 16 delegates to Romney and 14 to Santorum.

Santorum spokesman Hogan Gidley blasted the decision as a "backroom deal."

"We never thought the Romney campaign would try to rig the outcome of an election by changing the rules after the vote. This kind of back-room dealing, political thuggery just cannot and should not happen in America," he said.

Twenty-eight of Michigan's delegates were awarded based on the results in each of the state's 14 congressional districts. Two went to the winner of each district. Romney and Santorum each won seven districts, so those 28 delegates were split.

The final two delegates were supposed to be awarded proportionally, based on the statewide vote, according to a memorandum circulated by the Credentials Committee. That would result in one delegate apiece, giving each candidate a total of 15 delegates.Cheap burberry - designer bags, shoes, accessories, clothing outlet 2012.

Instead, the credentials committee said a new rule adopted Feb. 4 was written incorrectly, and the party intended all along to give both delegates to the winner of the statewide vote -- in this case, Romney.

The study also found that rates of HIV

HIV infections among intravenous drug burberry ties users in the United States have fallen by half in the past decade, but HIV testing is also down and risky behaviors such as needle-sharing persist, U.S. health experts said on Thursday.

A study by researchers at the U.S. Centers for Disease Control (CDC) and Prevention based on a 2009 survey of 10,000 people from 20 urban areas found that 9 percent of IV drug users were infected with the human immunodeficiency virus or HIV, the virus that causes AIDS.

That compares with a rate of 18 percent in the 1990s.

"Despite the fact that we've seen burberry bags declines in new HIV infections, a substantial number of IDUs (injection drug users) in major US cities are HIV-infected and their risk behavior remains fairly high," said Dr. Cyprian Wejnert, an epidemiologist at the CDC, whose study appears in the CDC's weekly report on death and disease.

"We found 9 percent of IDUs were HIV-positive and nearly half of those were unaware of their infection," Wejnert said in a telephone interview.

After falling significantly since the peak of the epidemic, HIV rates in the United States have been leveling out, but pockets of infection persist, especially in high-risk groups such as young people and men who have sex with men.

The survey tested individuals for HIV and asked questions about their risk behaviors and use of HIV prevention services.

It found about a third of intravenous drug users in the survey said they shared syringes, most said they had unprotected burberry sunglasses sex in the past year and more than half said they had more than one sexual partner.

The study also found that rates of HIV testing in this at-risk population were falling.

"While CDC recommends that individuals are tested for HIV at least annually, only 49 percent ... reported being tested in the last 12 months," Wejnert said. That represents a significant drop from a survey done in 2005-2006, he said.

Dr. Amy Lansky, deputy director in the Division of HIV/AIDS Prevention at CDC, said the findings will be used as CDC focuses on prevention efforts on high-risk populations.

"It's a really burberry scarves outlet important part of understanding the leading edge of the epidemic," she said.

"What the data from this report shows is we really do need to continue our efforts to expand HIV testing and improve testing," she said, adding that the CDC also needs to focus prevention efforts on reaching more drug users.

Effective prevention efforts include offering condoms and substance abuse treatment. But the CDC cannot distribute clean needles because U.S. lawmakers in December reinstated a ban on the use of federal www.cheapburberryoutlet2012.com funds for such programs.

According to the CDC, 1.2 million Americans have HIV, and 1 in 5 U.S. adults with HIV do not know they are infected.
